The loss of gainful employment and, consequently, a stable income has become one of the most severe economic consequences of the Russian Federation’s aggression against Ukraine. This has directly impacted the lives of hundreds of thousands of Ukrainians and their families.
As of today, the Register of Damage for Ukraine has officially launched a new category of claims: A3.4 – Loss of Gainful Employment.
This category allows individuals who were employed or self-employed in Ukraine and lost that employment on or after 24 February 2022 due to the internationally wrongful acts of the Russian Federation - to submit claims for compensation and protect their property rights.
Claims in this category cover two types of affected individuals:
- Employed individuals: individuals who are parties to an explicit or implicit agreement in accordance with applicable labour law, which provides them remuneration.
- Self-employed individuals: individuals who engaged in independent professional or individual economic activity but were not registered as individual entrepreneurs (FOPs) in accordance with Ukrainian law.
Claims in this category can be submitted for compensation (such as salary, wages, indemnities, benefits and other income) not received due to the effective loss of employment, expressed as an amount of compensation not received per time period (for example, per month or year).
To submit a сlaim, an individual needs to provide the required information and any available evidence of loss of gainful employment. Due to integration with the database of the Pension Fund of Ukraine, information regarding claimants' employment history and income received will be drawn automatically, which will significantly simplify the claim submission process.
Claims by individuals who were individual entrepreneurs in accordance with Ukrainian law, who have lost profits from their individual enterprise due to aggression of the Russian Federation against Ukraine, must be submitted in category A3.5 – Loss of Individual Enterprise.
Claims that meet the eligibility requirements will be recorded in the Register and subsequently transferred to the future Claims Commission, which will determine the amount of compensation due. In December 2025, 35 States and the European Union signed the Convention on the Establishment of an International Claims Commission under the auspices of the Council of Europe.
The launch of Category A3.4 is a further step in recording and recognizing the damage, loss and injury suffered by Ukrainians, as a result of the aggression of the Russian Federation.

Claims to the Register can be submitted via the Diia web portal. Diia is a mobile application and web portal created by the Government of Ukraine that provides easy, convenient, and secure online access to digital documents and public services for people and businesses in Ukraine.
