Free Legal Aid System
The Free Legal Aid System in Ukraine provides legal consultations to individuals who are planning to submit, or are already in the process of submission of, claims to the Register of Damage for Ukraine.
Lawyers can help you:
- understand in which category you can submit a claim in your situation;
- identify what documents and evidence may be required;
- receive guidance on the claim submission process.
The Free Legal Aid System can also provide advice on other matters related to the Ukrainian legislation. In cases provided for by law, it may also provide free secondary legal aid, including legal representation and assistance with the preparation of court documents.

The Free Legal Aid System is a state network of legal services guaranteed by the Law of Ukraine “On Free Legal Aid” and financed from the State Budget of Ukraine.

Who can apply
Free primary legal aid (legal consultations) is available to everyone.
Free secondary legal aid (legal representation and preparation of court documents) is available to categories of individuals provided for in Article 14 of the Law of Ukraine “On Free Legal Aid”, including:
- internally displaced persons;
- low-income individuals (persons with disabilities; pensioners);
- veterans of war;
- family members of deceased veterans of war and deceased Defenders of Ukraine;
- children;
- survivors of domestic violence;
- victims of cruel treatment, torture or conflict-related sexual violence;
- other categories provided for by law.

Legal aid can be obtained:

- in person, at legal aid offices located throughout Ukraine.

To receive free secondary legal aid, individuals should submit a request and supporting documents to the Free Legal Aid System. Documents may be submitted in person or by email.
Assistance with preparing the request can be obtained during a consultation with a lawyer.
