The Register of Damage Caused by the Aggression of the Russian Federation Against Ukraine (RD4U) officially announces the opening of three claims categories for submission by affected legal entities.
These categories are:
C3.3 Relocation (evacuation) of businesses
The opening of these categories provides an opportunity for legal entities that were forced to evacuate or relocate their business to a safe location due to the Russian aggression against Ukraine, suffered other economic losses, or provided support to their employees and family members affected by Russian aggression, to protect their property rights and submit a claim for compensation.
Who Can Submit a Claim
Categories C (Legal Entities) are available to legal entities established under the laws of Ukraine or any other state (except the Russian Federation), regardless of the organisational and legal form and ownership type.
Eligible Expenses
Category C3.3: Claims can be submitted for the reimbursement of expenses incurred for the evacuation or relocation of business, including transport and logistics costs, business restart costs, housing rental for employees, and other direct expenses, as well as loss of profit resulting from such business evacuation.
Category C3.4: Legal entities can submit claims for other economic losses caused by the internationally wrongful acts of the Russian Federation against Ukraine, provided such losses do not fall under other C categories.
Category C4: The category covers humanitarian expenses incurred by legal entities to support employees and their close family members affected by the internationally wrongful acts of the Russian Federation against Ukraine, including expenses related to their evacuation, provision of temporary housing, emergency medical care, or other assistance in response to the adverse consequences of the internationally wrongful acts of the Russian Federation against Ukraine.
Claimants should submit available supporting evidence, as well as specify the estimated claim amount and the methodology for its calculation.
Claim Eligible Requirements
Damage across all specified categories must meet the eligible criteria of the Register:
- Caused on or after 24 February 2022;
- Caused in the territory of Ukraine within its internationally recognised borders, extending to its territorial waters;
- Caused by the Russian Federation's internationally wrongful acts in or against Ukraine.
How to Submit Claims
Claims to the Register can be submitted via the Diia web portal. Diia is a mobile application and web portal created by the Government of Ukraine that provides easy, convenient, and secure online access to digital documents and public services for people and businesses in Ukraine.
