The Register of Damage Caused by the Aggression of the Russian Federation Against Ukraine (RD4U) has officially opened for submission all 43 categories of claims for compensation for damage, loss or injury caused by the internationally wrongful acts of the Russian Federation in or against Ukraine, starting on or after 24 February 2022.
This completes the step-by-step launch of the claim submission system that started on 2 April 2024. From now on, claims can be submitted in all categories envisaged for the Register’s mandate: 21 categories for individuals, 11 categories for legal entities and 11 categories for the State of Ukraine.
The Register has already received 195,000 claims. More than 65,000 of them have been recorded in the Register, while the processing of the remaining claims is underway.
The opened categories cover a broad range of consequences of the Russian aggression. Among them are death and disappearance of close family members, personal injury, torture, sexual violence, forced displacement, loss of housing, employment and private enterprise, damage to property and infrastructure, economic losses of businesses, damage to cultural heritage and the environment, humanitarian expenditures of the State and other types of damage.
This step provides affected individuals, businesses and the State of Ukraine with a single international system to document the damage caused and establishes a full evidentiary basis for the future examination of claims and determination of compensation. Opening of all claims categories is also an important prerequisite for transferring the body of claims collected by the Register to the future International Claims Commission for Ukraine.
“Opening of all claims categories means that every type of damage envisaged by the Register’s mandate—from personal losses and destroyed housing to damage suffered by businesses, the State and the environment—now has a defined path toward the international compensation mechanism. This is a fundamental moment: every properly recorded loss brings us closer to Russia’s legal accountability and future compensation for victims. The Register has created the full claim submission architecture. Now, the international community must act with equal resolve to complete the establishment of the Claims Commission and the Compensation Fund so that recorded rights turn into decisions and payments,” said Markiyan Kliuchkovskyi, Executive Director of the international Register of Damage for Ukraine.
Newly Opened Categories
The final categories opened for submission are three categories of claims for the State of Ukraine: B1.6 – Other losses of property, B3.1 – Environmental damage, and B3.2 – Pillaging and/or appropriation of natural resources. Claims in these categories can be submitted by the State of Ukraine, its central, regional and local authorities, as well as state-owned and municipal institutions and organisations.
These categories allow for documenting damage caused to the natural environment, the value of unlawfully extracted or appropriated natural resources, as well as damage, destruction or loss of the state and municipal property not covered by other claim categories.
