Register of Damage for Ukraine Announces Launch of Claims Category A3.6: Loss of Access or Control of Immovable Property in the Temporarily Occupied Territories

The Register of Damage for Ukraine has launched submission of claims for compensation of damage caused by the war in Ukraine in a new category of claims: A3.6 Loss of Access or Control of Immovable Property in the Temporarily Occupied Territories.

This category is designed for owners of immovable property located in the territories that are under temporary occupation, who lost access or control of their property as a consequence of the aggression of the Russian Federation against Ukraine.

This category includes both residential and non-residential immovable property, with respect to which the owner has been deprived, in whole or in significant part, of the ability of to access, use, enjoy or dispose of the property without the reliance on the Russian Federation, its government, local and regional authorities or any entity owned or controlled by them.

Eligible claimants may submit claims only for the value of the immovable property.

To submit a claim, property owners need to demonstrate ownership and provide the necessary supporting documentation.

How to Submit Claims

Claims to the Register can be submitted via the Diia web portal. Diia is a mobile application and portal created by the Government of Ukraine that provides easy, convenient, and secure online access to digital documents and public services for people and businesses in Ukraine.

The launch of Category A3.6 represents another step in recording the damage and losses caused by the aggression of the Russian Federation.

Category A3.6 complements categories of claims for residential and non-residential immovable property that was damaged or destroyed because of the war (A3.1 and A3.2, respectively), that are already open for submission to the Register.
