As of today, individuals whose immediate family members have gone missing due to Russia’s full-scale invasion of Ukraine can submit claims for compensation under Category A2.2 to the Register of Damage Caused by the Aggression of the Russian Federation against Ukraine (the Register). The launch of this category allows those who have endured the uncertainty about their loved ones’ fate to seek compensation for their mental pain and anguish.
Parents, children, spouses, and civil partners of persons who have gone missing due to Russia’s aggression against Ukraine on or after 24 February 2022 can file claims with the Register. Other family members may also be eligible to submit a claim under this category if they can prove close ties and elements of dependence with their missing relative, in accordance with the Claim Form and Rules for Category A2.2.
Reflecting on today’s development, the Executive Director of the Register, Markiyan Kliuchkovskyi, observed that:
"The launch of Claims Category A2.2 is a crucial step in recognising the immense suffering endured by families of those who have gone missing due to Russia’s aggression. The uncertainty and anguish of not knowing the fate of a loved one is a profound hardship, and while no compensation can erase that pain, this process offers a path towards acknowledgment and redress. The Register remains committed to ensuring that those affected by this tragedy have access to a claims mechanism which is devoted to putting victims at the centre of its efforts."
About Claims Category A2.2
Category A2.2 is for claims in relation to mental pain and anguish caused by the disappearance of an immediate family member in the territory of Ukraine on or after 24 February 2022 due to Russia’s aggression against Ukraine.
Claimants will need to provide information concerning their identity, the identity of the missing person, their relationship with that person, and the event leading to the disappearance.
For the time being, claims can only be submitted for individuals officially registered as missing in Ukraine’s Unified Register of Persons Missing Under Special Circumstances.
Claims Category A2.2 is the third category to open for submission of claims at the Register, with more categories expected to launch soon.
How to Submit Claims
Claims to the Register can be submitted via the Diia web portal. Diia is a mobile application and portal created by the Government of Ukraine that provides easy, convenient, and secure online access to digital documents and public services for people and businesses in Ukraine.
