The Register of Damage for Ukraine Opens Claims Category A1.2 Concerning Forced Displacement Outside Ukraine

The Register of Damage for Ukraine has opened a new claims category, A1.2, concerning forced displacement outside Ukraine as a result of the aggression of the Russian Federation against Ukraine.

Millions of Ukrainians were forced to leave their homes and seek safety abroad after 24 February 2022. Forced displacement is one of the direct consequences of armed aggression. International law recognises the need to document such harm and provides for the right of victims to seek compensation.

Category A1.2 enables individuals who, on or after 24 February 2022, were forced to leave their home or habitual place of residence in Ukraine and relocate outside the country, or who are unable to return to Ukraine due to the internationally wrongful acts of the Russian Federation or in order to avoid their negative consequences, to submit a claim for compensation.

In March 2025, the Register opened Category A1.1 concerning Forced Internal Displacement. The launch of A1.2 continues this work and reaffirms the principle that forced displacement constitutes a serious hardship for individuals, whether they were compelled to leave their homes within Ukraine or to seek protection abroad.

Claims under Category A1.2 relate specifically to the fact of forced displacement outside Ukraine. Material and other consequences of such displacement, including loss of employment, housing or income, as well as deportation of children or adults, fall under other relevant categories of the Register.

To submit a claim, relevant individuals must provide information and, where available, evidence supporting the fact of forced departure or inability to return, including information concerning border crossing. Persons who have been granted temporary protection or asylum in another State in connection with the full-scale invasion of Ukraine by the Russian Federation will be automatically considered forcibly displaced outside Ukraine for the purposes of this category.

The opening of Category A1.2 represents a further step in the Register’s work to open additional claims categories and to document damage caused by the aggression of the Russian Federation. Fourteen other categories are currently open, covering different types of harm, ranging from serious personal losses, such as the death or disappearance of close family members, to damage or destruction of housing and other property.

A claim may be submitted regardless of whether the person is currently in Ukraine or abroad. The right to submit a claim is not limited by the claimant’s place of residence or location.

Claims that meet the eligibility requirements will be recorded in the Register and subsequently transmitted to the future Claims Commission, which will determine the amount of compensation due. In December 2025, 35 States and the European Union signed the Convention on the Establishment of an International Claims Commission under the auspices of the Council of Europe.

How to submit a claim

Claims to the Register are submitted through Ukraine’s Diia web portal. Diia is a mobile application and online portal developed by the Government of Ukraine, providing secure and convenient access to digital documents and public services.
