Claim Forms and Rules for the Majority of Categories of Claims Now Published by the Register of Damage for Ukraine

The Register of Damage Caused by the Aggression of the Russian Federation against Ukraine (Register) today announced the issuance of claim forms and rules for 17 categories of claims, following their adoption by the Register’s Board and approval by the Register’s Conference of Participants.

Pertaining to a wide range of damage, loss, or injury caused in Ukraine by Russia’s full-scale invasion, the newly issued claim forms and rules will allow individuals, legal entities, and the State of Ukraine to begin preparing their claims for submission to the Register with an eye towards registration and future assessment of compensation.

With today’s announcement, individuals may now start preparing their claims related to the violation of personal integrity through serious personal injury, sexual violence, torture, inhuman or degrading treatment or punishment, deprivation of liberty, forced labour or service, and forcible transfer or deportation of children and adults. 

Individual claimants may also prepare to seek redress for the loss of their property, income, or livelihood through the new claim forms concerning loss of housing or residence (not limited to the owners of the property), loss of gainful employment or individual enterprise, as well as loss of access or control of immovable property in Ukraine’s temporarily occupied territories.

Individuals will also be able to submit claims in relation to involuntary displacement outside of Ukraine.

Legal entities are similarly able to proceed with preparations for claims in multiple categories, namely, damage, destruction or loss of assets, loss of control of property in the temporarily occupied territories, relocation (evacuation) of businesses, and other immovable property losses.

Rules for claims by the State of Ukraine with respect to the damage or destruction of public buildings and facilities are also available.

All claim forms and rules are available in English, French, and Ukrainian on the Register’s website. Claims are to be submitted through Diia, the Ukrainian web portal for government services, once the necessary technical arrangements are in place for each respective category.

Following today’s release, the Register has finalised and published the claim forms and rules for 30 of its 45 categories of claims. The Register’s Board has also approved the remaining claim forms that will be published upon their approval by the Conference of Participants.
