The Register of Damage Caused by the Aggression of the Russian Federation against Ukraine (RD4U) is proud to announce the adoption of rules and claim forms related to new categories of claims.
The new rules – paving the way for opening the Register for the submission of claims in twelve new categories, as well as adding new possibilities such as appointment of representatives and submission of claims offline – were approved by the Register’s Conference of Participants. This is an important step in the Register’s mission to address the consequences of the war and bring justice and reparations to Ukraine and its people.
The new claim forms and rules are now available on the website of the Register (www.RD4U.claims). Once the claim forms have been implemented digitally, to submit claims in these twelve new categories. It is expected that some of the new categories will open for submission of claims as early as August.
The adopted claim forms and rules will apply to the submission of claims related to the death and disappearance of immediate family members, involuntary internal displacement, the destruction of Ukraine’s infrastructure, and a number of additional categories related to the damage and destruction of property.
In addition to claims from individuals, some of these categories will be open to the submission of claims from legal persons and the State of Ukraine, including its regional and local authorities.
The new Rules on the Use of Representatives allow claimants – both individuals and legal persons – to appoint representatives that can submit claims on their behalf. They will enable parents and guardians to submit claims on behalf of their minor children.
The rules also provide a procedure for the submission of claims to the Register offline, in so called Centres of Provision of Administrative services, which are available throughout Ukraine. This offline procedure will ensure accessibility of the Register to those who cannot or do not want to engage with digital tools for the submission of claims. As with claims related to the damage and destruction of residential property, claimants will be able to submit claims through “Diia”. Diia is the multifunctional web portal developed by the Ukrainian Government to provide various e-governance services to its citizens. Diia is used by more than 20 million Ukrainians. It normally takes between 10 and 20 minutes to fill a claim form on the Diia Portal.
Other categories of claims will be launched in due course, including categories related to violations of personal integrity, to loss of property, income or livelihood, business and other economic losses, loss of access to public services, loss of historic, and religious heritage, damage to the environment and natural resources, demining, and clearance of unexploded ordnance.
Established in May 2023, the Register of Damage for Ukraine opened for submission of claims less than a year later, on 2 April 2024. To date, the Register has received several thousands of claims from individuals related to damage and destruction of residential immovable property (Claims category A3.1).
