The Register of Damage Caused by the Aggression of the Russian Federation against Ukraine (Register) is aware of yesterday’s cyberattack against Ukrainian governmental registries and databases, some of which are relied upon by Claimants for information and evidence that is necessary to submit claims for compensation to the Register.
The Register would like to reassure all Claimants and the general public that the Register’s systems were not affected by the attack. All data of claims for compensation already submitted to the Register remain safe and secure.
The Register reaffirms that data security is a core principle of its victim-centred approach. This includes a fundamental commitment to ensuring the security of data submitted to it, including in the face of cyber threats from both State and non-State actors. The Register spares no effort or resource in this discharging this responsibility.
The Register’s victim-centred approach also entails facilitating the claims submission process for victims and survivors, including by making relevant evidence easily accessible to potential claimants. In light of the disruption of work of several Ukrainian governmental databases that contain such evidence, the submission of claims to the Register is temporarily unavailable. A further announcement will be made once this functionality is restored.
This situation has no impact on the Register’s ability to discharge its core function of reviewing and processing claims for compensation that have been submitted to it. Last week, the Board of the Register adopted its first decisions on the recording of claims, and the Register is continuing to process claims seeking compensation for the damage, loss and injury inflicted by the aggression of the Russian Federation in and against Ukraine since 24 February 2022.
